Elizabeth "Libby" Keefer

Libby Keefer

Libby has served the academic community for 15 years, first as General Counsel at Columbia University and more recently, as a senior vice president at TMG Strategies. At TMG, Libby represented a number of universities and educational organizations on their strategic communications challenges and public advocacy efforts, in addition to her private and public corporation client work.

During her tenure at Columbia University, Libby worked on all the major issues of the university, including the university’s major campus expansion, its relationship with its hospital partner, and the expansion and development of its overseas presence. She also established a significant legal support operation in the Office of General Counsel to assist in the development of the University’s intellectual property portfolio.

Libby has also served as General Counsel at Teledyne, a technology company that was headquartered in Los Angeles, and as a partner in the international law firm of Hughes, Hubbard & Reed where she focused on government contracts and international business matters.

Libby earned a B.A. in Political Science from Barnard College and her J.D. from George Washington University.

Outside the office, Libby serves as a Commissioner for the Women's Refugee Commission, an advocacy group that works to improve the lives and defend the rights of refugee and internally displaced women and children. In addition, Libby sits on the Board of Directors of The MITRE Corporation, a not-for-profit systems engineering and advanced technology organization that works exclusively in support of the U.S. government on critical technology and modernization issues.
