Case School of Law establishes Institute
for Global Security, Law and Policy

The Case Western Reserve University School of Law is joining the fight
against terrorism and its effect on the global community.
The law school is establishing the Institute for Global Security Law
and Policy, designed to be a leading national and international research
and resource center concerning terrorism.
“The Institute, together with the Frederick K. Cox International
Law Center, truly makes the Case School of Law a global leader in the
field of international law,” said Gerald Korngold, dean and McCurdy
Professor of Law.
Directing the Institute will be Amos Guiora, professor of law and a
retired lieutenant colonel in the Israel Defense Forces with extensive
experience in counterterrorism. Guiora said the Institute reflects Case’s
determination to stimulate and influence public debate on security and
counterterrorism.
“Our goal is to address a wide variety of issues including the
legal, financial, political, social, religious and cultural ramifications
in this field,” said Guiora. “It will offer a uniquely comprehensive
hub for addressing these issues through a multi-faceted approach blending
theory with practical applications.”
Guiora has published numerous articles on counterterrorism and has
spoken at major academic conferences on national security. He is frequently
quoted in the national and international media as an expert commentator
on these issues.
Professor B. Jessie Hill will be assistant director of the Institute.
Hill clerked for Judge Karen Nelson Moore of the U.S. Court of Appeals
for the Sixth Circuit, worked at the American Civil Liberties Union,
and litigated in many areas of federal civil rights and civil liberties
law
prior to joining the Case faculty. “Professors Guiora and Hill
are uniquely qualified to address the many complicated issues in this
emerging field and to propel the Institute to global leadership,” said
Korngold.
The Institute will also perform research on a project basis for non-governmental
organizations (NGOs) and government agencies on terrorism and security
issues in areas such as methods of interrupting terror financing, the
effectiveness and limitations of counterterrorism; the role of intelligence
in counterterrorism; the balance between civil liberties and domestic
counterterrorism activities; bio-terrorism; and religion and terrorism.
