Tim Hagan, incoming Cuyahoga County Commissioner, to teach at Case’s Mandel School of Applied Social Sciences
Will team-teach “Advocating for Social Justice”

Tim Hagan, incoming Cuyahoga County Commissioner and former Democratic candidate for governor of Ohio in 2002, will join Case Western Reserve University’s Mandel School of Applied Social Sciences as a Distinguished Visiting Faculty for Public Policy this fall, Dean Grover C. “Cleve” Gilmore announced.
Hagan will be teaching the class “Advocating for Social Justice” with Zoe Breen Wood, instructor of social work and director of the school’s Ability-Based Learning Environment (ABLE) Program. The course is held two days per week during fall semester. Hagan also will be organizing seminars on public policy-related issues. In doing so, Gilmore said, Hagan will bring together leaders from throughout the public sector to share experiences and lessons learned with Mandel School students. During spring semester, Hagan will be available for consultation with faculty on public policy issues and will participate in seminars as a guest speaker as his schedule permits once he assumes the role of Cuyahoga County Commissioner in January 2005.
His term is for one year, through June 2005. At the discretion of the dean, Hagan’s appointment is renewable for one year.
“I am pleased that Tim Hagan will be joining the faculty of the Mandel School,” said Gilmore. “His experience as a community and political leader, as well as his experiences as an advocate for underrepresented populations makes him an ideal person to work with our students to help prepare them to serve humanity.”
As the Mandel School of Applied Social Sciences’ Distinguished Visiting Faculty for Public Policy, Hagan will act as an important community and government liaison, assisting the school in its efforts to impact social policy through world-class research, Gilmore said. The dean also said that he has asked Hagan to make himself available for consultation to the staff of the Center for Community Solutions (formerly the Federation for Community Planning) to further strengthen the center’s capabilities in the area of public policy and advocacy in the field of health and social services in Ohio. The center will also make available its expertise in the area of public policy as Hagan conducts his course work.
“It is the goal of the Mandel School to provide students with the knowledge and skills to effectively advocate for social change both at the community level and in the legislative arena,” said Gilmore. “Tim Hagan will present students with a balanced perspective, challenging them to examine issues from all points of the political spectrum.”
Hagan, a native of Youngstown, has spent most of his working life in public service, including nearly two decades in elected public office. He won the Democratic nomination for Cuyahoga County Commissioner in March 2004. Facing no opponent in the general election in November, Hagan will take office in January. Hagan worked in several administrative roles in county, state and regional governments before he was elected by fellow Democrats to serve as chairman of the Cuyahoga County Democratic Party. In 1982, while filling a vacancy in the office of the Cuyahoga County Recorder, Hagan was elected to the first of four terms as County Commissioner, taking office in 1983. Hagan was the Democratic Party nominee in an unsuccessful bid to unseat Republican Gov. Bob Taft in 2002.
Hagan is no stranger to teaching in a university setting. He once served on the faculty of Cleveland State University, from where he holds a bachelor’s degree in urban studies, and a previous stint teaching at Case. He also has been a consultant to the Mandel Foundation.
Hagan is married to actress Kate Mulgrew and has two daughters.
