BETH 315/415: Public Health Ethics: Focus on the Netherlands
International Bioethics Education Program

This 3-credit course introduces students to theoretical and practical aspects of ethics and public health. An important focus of the course is the cultural context of public health policies associated with HIV/AIDS, drug use, and environmental health in the Netherlands, and comparing it with the United States. The course helps students develop the analytical skills necessary for evaluating ethical issues in public health policy and public health prevention, treatment, and research. The course includes a ten-day trip to the Netherlands over Spring Break, during which students are taught by instructors and faculty from the University of Utrecht, the Vrije University, and the University of Nijmegen. Teaching includes regular discussion sessions with the course faculty as well as some guided field experiences, including a visit to an Amsterdam coffee shop, a user room for intravenous drug users in The Hague, and the red light district of Amsterdam. Students interact with both proponents and opponents of public health policies for HIV/AIDS prevention, drug use, and environmental health. Prior to the trip, students attend six hours of lectures, either at Case Western Reserve University or via a web-based tutorial, and are expected to become familiar with the literature on concepts in public health ethics and policies relevant to course topics in both countries. Following the trip, students meet with instructors for an additional four hours.
