Mandel Center Presents The Norman A. Sugarman Memorial Lecture in Nonprofit Law

The Mandel Center presented The Norman A. Sugarman Memorial Lecture in Nonprofit Law on Monday, October 30, 2006. The title of this year's lecture, presented by Marcus S. Owens, Esq., was "Touching A Live Wire: Charities and Politics." This year's seminar focused on the evolution of the U.S. prohibition on political campaign intervention by charities and included a review and discussion of recent IRS enforcement efforts.

Marcus S. Owens served as director of the Exempt Organizations Division of the Internal Revenue Service for ten years prior to joining the Washington, D.C., office of Caplin & Drysdale in 2000. He now represents a broad range of nonprofit organizations and is a frequent lecturer on the complex laws affecting exempt organizations.

As director of the Exempt Organizations Division of the IRS, Mr. Owens was the chief decision maker regarding design and implementation of federal tax rulings and enforcement programs for exempt organizations, unrelated business income tax, private foundation excise taxes, hospital reorganizations, college and university guidelines, political organizations, and tax-exempt bonds. He also served as the IRS's primary liaison with other federal agencies, Congress, and state regulators on exempt organizations issues.

In 1998, 1999 and 2001, Mr. Owens was selected by The Nonprofit Times as one of the top 50 most influential people in the nonprofit sector.

The biennial Norman A. Sugarman Memorial Lecture in Nonprofit Law was funded by gifts from Mr. Sugarman's law firm, Baker & Hostetler, LLP, its partners, and others to honor his memory and to continue his efforts on behalf of the philanthropic sector.
