1998-1999 Annual Report

SUMMARY OF SIGNIFICANT ACCOMPLISHMENTS FOR 98/99


In conjunction with reorganization within Finance & Administration, Protective Services underwent a major transition during 98/99. Several new operational areas were assigned to this department including the Bookstore, Food Service and Vending. The name Protective Services was changed to Campus Services to reflect the broader range of services. This change resulted in several changes in the organization of the Campus Services management staff, which are outlined in the organizational chart.

Following is a status report on significant accomplishments which relate directly to specific goals for 98/99:

Department-Wide
  • Completed review of all critical MIS systems relative to Y2K compliance. Completed compliance testing for all systems and obtained letters of compliance from vendors. Contingency planning is in progress.
  • Developed and implemented a new database to automate the budget reconciliation process.
  • Implemented new purchasing procedures to streamline purchasing process throughout the department.


Access Services
  • Developed a solid plan to facilitate the issuance of ID Cards/Parking at fall registration and significantly reduced waiting time for students as compared to the previous year.
  • Relocated the Parking/ID Office to Crawford Hall, which has provided a more central location and convenient access to Human Resources. Also, created a satellite key distribution function at the BRB security station to provide convenience for HSC customers.
  • Completed renovation of Dispatch Center, which has significantly improved the work environment for this critical operation. MIS/Tech support work area to be completed in area adjacent to Dispatch Center.
  • Reviewed several vendors as part of planning to replace campus wide access control program. RFP to be completed in fall of 1999.
  • Worked with UCI on development of on-line parking permit registration system. Project is on-hold while UCI enhances their web-site to support process.


Custodial
  • Completed the recruiting, training and deployment of 25 open BSW positions to replace temporary employees.
  • Completed a study of the HSC cleaning program and the issuance of an RFP for the HSC cleaning contract. The RFP resulted in the replacement of the existing cleaning contractor and improved contract in terms of total staffing and services provided. A new contract administrator (Sam DelZoppo) was recruited to administer the contract.
  • Improved employee relations efforts and coordination with Human Resources through the assignment of Vince Floyd to the custodial operation.
  • Completed RFP and selected a new recycling contractor, Cleveland Paper Stock, in order to re-implement the campus recycling program.
  • Developed pilot program at HSC for master custodial supply purchasing agreement. Pilot to be expanded to entire program in 99/00.
  • Developed positive measures to improve attendance such as recognition programs, rewards and increased enforcement.


Parking Maintenance
  • Successfully implemented the in-house parking maintenance program covering all university owned lots. This change has significantly improved overall parking lot maintenance.
  • Developed a 10-year parking lot deferred maintenance program to address a number of maintenance issues in the parking structures. Project work to begin during summer of 1999.


Security
  • Continued to maintain low rate of serious crime on campus. There were 330 crimes reported in calendar 98',which is the lowest total since 1986.
  • Completed the installation of CWRUnet at the NCO/Patrol Center, which has significantly enhanced communications within the security operation and expanded access to the ARMS records management system.
  • Successfully implemented a crime prevention survey program for departments in order to improve security awareness.


Other Significant Accomplishments
  • Terminated the Lot 55 (HSC Garage) lease with UCI. This change resulted in a significant improvement in net parking revenue which will be utilized to fund deferred maintenance needs in the parking structures.
  • Developed a staffing plan to address the Auxiliary Services transition. Decision was made to merge auxiliary support staff into current location of Access Services, which will result in operational efficiency and improve customer service.
  • Completed the transition to Barnes & Noble with no disruption in service. The related transfer of university employees to Barnes & Noble was well coordinated and, overall, employee morale was good throughout the process.
  • Modified the campus shredding program by installing secured containers in departments which are picked up by the vendor. This change has improved convenience for the end users.
