USCIS to Implement H-1B Visa Reform Act of 2004: "New Law Changes Aspects of the Temporary Work Program" (pdf)

On July 1, 2004, the Bureau of Immigration and Customs Enforcement issued the final rule, authorizing collection of the SEVIS fee for F-1, J-1 and M-1 non-immigrant classification.

Effective September 1, 2004, J-1 Exchange Visitors who apply for a non-immigrant visa whether beginning a new program or who will require a visa to re-enter the U.S. to continue in the same program, must pay this fee prior to visa application. The fee can be paid electronically or by mail. In either case, the remitter will be provided with a paper receipt. The paper receipt must then be provided to a consular officer at the time of visa application.

The old fee schedule applies to cases filed with the government before July 30, 2007. Please check with the Office of Foreign Faculty and Scholars before ordering checks to assure that this deadline can be met.
